EXTRAORDINARY SUMMIT OF SADC HEADS
OF STATE AND GOVERNMENT
ADDIS ABABA, ETHIOPIA
COMMUNIQUÄ–
1. The Extraordinary Summit of the Heads of State and Government of the Southern African Development Community (SADC) was held in Addis Ababa, Federal Republic of Ethiopia on 30 January 2014.
2. Summit was attended by the following Heads of State and Government and their representatives:

3. Summit was chaired by H.E. Robert Gabriel Mugabe, President of the Republic of Zimbabwe and Deputy Chairperson of the Southern African Development Community (SADC).
4. Summit was also attended by HE Dr. Stergomena Lawrence Tax, Executive Secretary of SADC.
5. Summit received a report from the H.E. Hifikepunye Pohamba, President of the Republic of Namibia and Chairperson of the Organ on Politics, Defence and Security Cooperation, on the political developments in Madagascar that led to the successful elections.
6. Summit welcomed the political developments in Madagascar following the recent presidential and parliamentary elections held in October and December 2013 and in particular, the inauguration of H.E. Hery Rajaonarimampianina as First President of the Fourth Republic of Madagascar.
7. Summit congratulated H.E. Hery Rajaonarinampianina for his election as the First President of the Fourth Republic of Madagascar.
8. Summit commended the Malagasy people for holding peaceful and orderly elections.
9. Summit commended the SADC Organ on Politics, Defence and Security Cooperation and its successive Chairpersons from 2009-2013/14 for their commitment and focused leadership in the process of supporting Madagascar returning to constitutional normalcy.
10. Summit also commended the SADC Member States which made financial contributions towards the mediation and electoral processes in Madagascar.
11. Summit ccommended His Excellency Joaquim Alberto Chissano, former President of the Republic of Mozambique and SADC Mediator, for his tireless efforts and skillful mediation attributes throughout the mediation process aimed at bringing together the Malagasy stakeholders.
12. Summit commended Member States for standing firm on SADC principles against those who usurp power through violence and unconstitutional means; and by consistently supporting the Malagasy people throughout the difficult times brought about by the unconstitutional change of Government in the country.
13. Summit recognized and commended the support of the International Community in returning the country to constitutional order.
14. Summit expressed its appreciation for being invited to brief the AU Peace and Security Council on the political situation in Madagascar, and welcomed the decision by the Peace and Security Council of the AU on 27 January, 2014 to lift the suspension on Madagascar.
15. Summit welcomed the undertakings by H.E. Hery Rajaonarinampianina during his inauguration on 25 January 2014 towards national reconciliation, and social and economic recovery.
16. Summit, in view of the restoration of constitutional order in the country, lifted the suspension on Madagascar and invited the country to immediately resume its participation in all SADC activities.
