Maputo, Mozambique, le 17 août 2012.Le 32è Sommet de la Communauté de développement de l’Afrique australe (SADC) s’est ouvert ce matin au Centre international de conférence Joaquim Chissano de Maputo, en présence de quinze Chefs d’Etat et de gouvernement des pays membres de cette communauté sous-régionale. Ce sommet ordinaire se tient les 17 et 18 août sous le thème “Les couloirs de développement : véhicule pour l’intégration régionale de la SADC”.
Ci-après le programme officiel de ces deux jours, avec le discours officiel de bienvenue prononcé par le Président Angolais, Armando Emilio Guebuza.

WELCOME MESSAGE BY H.E. PRESIDENT ARMANDO EMILIO GUEBUZA,
PRESIDENT OF THE REPUBLIC OF MOZAMBIQUE
It is with great pleasure that we warmly welcome all participants to the 32nd Summit of Heads of State and Government of SADC to this Pearl o Indian Ocean, land of many opportunities and potentialities. We wish you a good stay among us and encourage all to take this opportunity of reunion of our family, the SADC family, to strengthen mutual knowledge and also to renew and make new friendships during the work sessions and in between the sessions. The hissing breeze and the rippling, warm waves of the Indian Ocean all year round shall certainly create the conducive atmosphere to deepen the networks of acquaintances and friends among the more than 200 millions citizens of SADC.
We are thrilled to note that our region has been expressing the dream of those who dreamt about our ideal of well-being, the founding visionaries of the regional organisation. Indeed, our region is characterized by peace, economic growth and increase in the volume of transfrontier investments, fundamental factors for the social and economic integration that we have been fostering and witnessing.
Besides, SADC identifies itself as his highly reputable actor in the firmament of the continental and international politics and diplomacy and, as such, our regional organisation has been entrusted with missions of resolution and mediation of conflicts that have been dotting the long period of stability of our countries.
Making use of the experience and of the political and diplomatic excellence of its leaders and others personalities, our organization has been able to, through the promotion of dialogue among the parties, design formulas to bring about restoration of the suitable condition for those countries to focus themselves on their development path.
The atmosphere of peace and of growth of the economy and transfrontier investments that the region experiences, nurtures and promotes suitable for the increase of trade among Member States in the context of the SADC Free Trade Area, launched in 2008. Similarly, thanks to the bilateral initiatives, within the framework of variable geometry, we have been noticing a greater facilitation of the movement of our citizens throughout the region. By variable geometry, SADC understands that “the regional integration strategy should allow for a certain extent of flexibility to enable a small group of States to move forward with regard to some or all aspects of the process, in different places”.
We are aware of the need to make more to stimulate intra SADC trade and to facilitate even more the movement of people and goods. Infrastructure that acts as veins through which the blood in the human body runs is fundamental for the achievement of this desire. It is in this framework that the SADC Infrastructure Master Plan under preparation should be considered. It is also within the same context that we should take into account the motto of the Angolan Chairmanship that precedes ours: Infrastructure Development Towards Regional Economic Integration.
To continue the emphasis given by the region on infrastructure and to ensure the continuity of on-going work and reflections, for the period 2012-2013, the Mozambican Chairmanship of SADC elects the motto: Development Corridors: Vehicles for SADC Regional Integration. This choice also derives from the role that the corridors play in the consolidation of the social dimension of development and of the integration process that we aim at.
Indeed, SADC upholds that “the regional integration will only be more than a dream if the peoples of the region determine its content, form and direction as well as actives agents of it”. It also stresses that this process of regional integration aims at “reinforcing and consolidating the age-old historic, social and cultural ties among the peoples of the region”.
Moreover, the corridors foster the creation of small and medium-sized companies, thus generating more job opportunities for our citizens. By facilitating the movement of people and goods, we are contributing for a better knowledge of the citizens of our countries, of the geographic areas that form SADC and of the potentialities and opportunities that are open in each one of our countries.
Therefore, the focus on the corridors shall be translated into paying more attention to what else we can do to accelerate the processes of facilitation of the movement of people and goods across our borders and throughout our countries. This is the challenge that we take up, as Mozambique, and we count on the support of our entire family, the SADC Family, to overcome it.
Once again, please feel welcomed in this Pearl of Indian Ocean. We wish you a memorable stay among us and that you shall come back many times more for you will be received with open arms and wide warm-hearted smiles of friendship and brotherhood.
